Methodology

The project will be completed in seven (7) Tasks:

 

Task A. Assessment of the existing situation in Morocco concerning domestic solid waste generation and management

i. Assessment of the existing situation in Morocco, identifying problems and needs, concerning domestic solid waste management for urban communities

ii. Assessement, examination and analysis of the Morrocian waste management legislation compared to the European Union legislative framework

iii. Development of actions for the complete illustration of the existing situation concerning the operation and performance of the urban waste treatment plants in Morocco/Suggestions for improvement of their operational efficiency

iv. Review of domestic solid waste disposal practices in the European Union and internationally (review of best practices and known success stories)

 

Task B. Development of a national plan concerning domestic solid waste management Guidelines for the materialization of the apporpriate management systems

i. Description and analysis of the alternative treatment systems/technologies/scenarios according to their applicability, effectiveness and viability.

ii. Development of a national plan for the management of the domestic solid waste and development of rlevant specifications

 

Task C. Development of software tool to support waste management decision-making

i. Development of appropriate database

ii. Development of the software tool that will support solid waste planning and management

iii. Development of an operation and maintenance manual of the software

 

Task D. Demonstration of the developed software tool for the management of waste in a selected region of Morocco

i. Demonstration-Operation of the software tool for a specific region of Morocco

ii. Optimization of the operation of the software system

iii. Development of an info-library on the pilot cases, based on the characteristics of the system

 

Task E. Environmental Impact Assessment (EIA) and Life Cycle Assessment (LCA)

i. Implementation of an Environmental Impact Assessment (EIA) study of the selected region

ii. Inventory analysis & Life Cycle Assessment (LCA) study regarding the management of urban solid waste in the selected region of Morocco

 

Task F. Training and dissemination activities Capacity building

i. Recording and analysis of the existing network of authorities and actors involved in the field of urban waste management

ii. Development of campaign in order to inform the public about the benefits of the proposed system progression.

iii. Evaluation of the current institutional system and identification of the needs for training of staff

iv. Training courses of the staff of the competent authorities and personnel that shall be involved in the waste management area and workshop

v. Dissemination activities (Organisation an international conference, publications, development of a website and continuous updating, preparation of informative printed material and leaflets, announcements in mass media, meetings of the working groups with those interested in being informed of the project)

 

Task G. Management and reporting to the European Commission

i. Management of the project (Kick-off-meeting, meetings of the Steering Committee and the Management Committee) and reporting to the EC
